This is the StartMenu where you can see the list programs.
In case you want add shortcut icon for a application available in your windows mobile phone, you can set it to StartMenu Setting (see picture below)
But what is during the installation of CAB file of the application it didn't create a shortcut for it?
Answer: You can create a shortcut copy of the applicaton by copying the file and paste as SHORTCUT in \Windows\StartMenu directory
